Job creation in Wisconsin can be improved by reforming the state's regulatory climate. A major step forward was the passage of the Jobs Creation Act in 2003. This legislation, which was adopted by both houses of the Legislature and signed by Governor Doyle, revised state law in three areas: navigable waters regulations, the state air pollution program, and the administrative rules promulgation process. Among other things, the changes were intended to clarify the standards for issuing permits, specify minimum documentation that must be provided to support agency findings when permit applications are reviewed, streamline the processes for issuing permits, and reform the processes for review of agency permit decisions.
